I believe I answered that already. Witchcraft (or, more properly, “Wiccan.”) uses some herbs and other things to create potions. But Chinese medicine, while also using herbs, does not use any supernatural aspects.

Most anime, and this is one of them, have a major fantasy element that is not to be taken seriously.
Further, you’re talking about CHINESE medicine. Anime is JAPANESE in origin. One has nothing to do culturally with the other.
The way herbal medicine was prepared are not very far from cooking.

In episode 1 of that anime, that little pot could produce a strawberry
cake, not just some strange potions. :)
